The six things every borrower should know before applying.

These are the program’s core mechanics. Read them in order, then use the eligibility check below to see if your loan fits.

50% payment reduction

If approved, your monthly EIDL payment is reduced to half of the original amount.

Six-month duration

The reduced payment period runs for six months. Full payments resume after.

Once every five years

Eligible borrowers can use the program one time per five-year window.

Temporary difficulty only

Payment Assistance is for short-term cash-flow trouble — not long-term financial difficulty.

90-day delinquency cutoff

Loans 90+ days past due, charged off, or in active bankruptcy do not qualify.

Interest keeps accruing

The reduced payment does not pause interest. It continues to accrue and adds to the balloon payment due at loan maturity.

You may qualify if all of these are true.

The SBA Loan Portal will deny applications that fail the hard cutoffs. The fifth criterion — that your hardship be temporary — is interpretive; you describe your situation in your own words.

Loan is less than 90 days past due at the time of the request.
Loan does not have a Charged Off or Uncollectible status.
The business is actively open and operating.
The borrower and all owners are not subject to active bankruptcy proceedings.
The hardship is a temporary financial difficulty rather than a long-term challenge.
Writing the hardship description

The hardship narrative is the part where you describe your situation in your own words. Free SBA-funded counseling through SCORE, your local SBDC, Women’s Business Centers, or Veterans Business Outreach Centers can help you organize your thoughts before you submit. For legal questions specific to your situation, consult a licensed attorney in your jurisdiction.

What happens if you fall behind

If you miss payments, your account moves out of SBA’s hands.

The Treasury Offset Program (TOP) intercepts federal payments owed to you — tax refunds, federal vendor payments, and certain federal benefits — and applies them to delinquent federal debt. TOP is required by federal law (31 U.S.C. § 3716).

TOP can begin once a debt is past due and certified to Treasury. It is a separate enforcement mechanism from Cross-Servicing referral, and it can run in parallel with SBA servicing or with active Cross-Servicing collection.
